"Were we attacked?" That is the test most Americans apply to wars. The more abstract the reasons the thinner the support. Also "Did Congress Declare War?" Most American honestly believe, in their gut that this is the way we should do it. The mucky-mucks in Washington will tell you that declarations of war are obsolete, put the American public didn't get the memo.
I agree. Outcome does affect opinion, but not directly. It is only because the victors write out the bad parts of every war. If you think about it, Hannibal's super successful campaign saw half his men lost, but that's a footnote. Napoleon's campaign into Russia saw the same, but that's a major theme in that war.
WW I is memorialized as the war started because someone shot someone's cousin. That's why it's got such a lot rating.
